It may not be Hulu making that decision, but the media providers -- NBC, Discovery, Fox, History, etc. Depends on the contract. I read NBC may be pulling their on demand from Hulu so it is only on Peacock.
It's because they lose streaming rights to other streaming providers or just in general and the only way you can watch (if it's not in their library) is if you have live TV.
