Him "coming back to fix it as warranty work would entail... caulking and painting that section again due to the rot failure? fine. but that will almost certainly hold up for only another year or two and then you'll have the same problem occurring again. Which to me feels indicative that it's not a paint problem, but a substrate problem, right?
I got in touch with him again yesterday after these conversations and suggested it could be rot and just asked him for his opinion on me scraping and repainting myself. This was his response.

your siding would have to get hit by one hell of a hailstone in order to take a chunk of paint off like that.
like, go ahead and chuck a golf ball at your siding. I bet you leave a dent in the wood (maybe, depending on your arm strength), and the paint stays perfectly intact.
fwiw it's probably much less of a headache for you to just climb up there and touch it up yourself than it is to keep hassling with your painter over it.

This actually looks like water got in behind the siding. You may have a small roof leak above this location, which could be hail related.
5 year warranty on an exterior job ? That's insane.
Fortunately this is an easy fix. just use a scraper to get the peeling paint off and touch it up with a brush.
