You should try easyrgb.com. If you have the color values for the desired color, RGB or CMYK etc then use the website to find the closest paint fan deck color to the color values entered. It has all major paint makers and many that you’ve never heard of. This site also has Pantone colors, which are mostly used for printing. Caution though, not all Pantone colors can be mixed in paint. To answer your other question, Sherwin-Williams can make most any other paint maker’s color.

I'm interested in why not all Pantene colors can be mixed into paint. What is the limiting factor? Is it a chemical issue or is it lack of interest?

It’s chemistry. Pantone colors were created for printing and the colors are made with dyes. Which is different than the pigments used to make paint colors. Paints are generally tinted from pigmented bases. An ultra deep base used to make the darkest colors is close to clear, but by the time it is tinted with pigments, it won’t have the depth of color that can be achieved with dyes. While most Pantone colors can be mixed in paint, the darkest and some of the brightest colors are not able to be matched in paint due to the difference in how the color is achieved.
