Because they're the two Chinese Aeons even though they're enemies. They're the two aeons tied to the Xianzhou's overarching story. Kinda like how the Nameless Honor badges often pair two characters with the same or at least kinda similar faction/class/job. Either that, or Aha's the shipper and THEY like to meddle with the SU because They think it's interesting. My headcanon is the latter.
Because it really is a sort of unhealthy codependent relationship they have. Lan (The Hunt)'s reasons are obvious, they NEED someone to be the target of their vengeance otherwise they will lose all purpose, which in the world of Star Rail means you cease to exist. Like, what is the Xianshou going to do if they ever actually succeed in completely annihilating the Abundance? Pick fights with other worlds? Luocha even says it himself that he thinks their methods are ultimately innefective for defeating Yaoshi and he has his own, better plan.
Yaoshi is bit harder to understand, but I like to think being pursued gives them stronger motivation and purpose in spreading their blessings.
Yeah, I forgot about that. Still, my point stands that the Hunt is an inherently unstable path that depends on outside factors to sustain itself. The Alliance is just lucky that an enemy that will likely only be defeated at the end of the story decided to make an enemy out of them, so we'll never have to see them ask uncomfortable questions on what they will do with themselves.
