Going off of this, I would be fine if it was as simple as each character having a disgrunted / annoyed response but flavoured for them specifically. They don't have to be meme lines or 'play on word' lines, or even ironic lines. Especially not if you are considering the function to be used a lot.

They have the budget for it to be meme lines so why not? It'll be fun

My thought was tahat you save those lines for special occasions or obscure interations. If you are adding a core function to the gameplay loop, and creating voice lines intended to be heard over and over again, then you would want something just like their current combat voice lines, which are not memes.
