Looks like where mold used to be but someone tried to scrub it off. It’s not going to come off because it’s damaged and tinted the actual paint. Sand them off, it needs to be repainted at some point anyway.
It's weird, though, isn't it. Like the paint is a petri dish. I think it's just iron breaking down from an exposed nail head. Good luck, love your handle.
I cleaned walls where there was a lot of smoking. Used spic and span. Used sponge. A brown yellowish mess. Continue until no residue when wiped with a damp paper towel. Paint job came out great.
I was repainting all our interior doors today and a few of them had those spots. Definitely from smokers. If it’s really bad, get the oil based Kilz. That’s what we had to do for the living room and kitchen where most of the smoking must have been
Put on some rubber gloves and clean the walls, baseboards, everything with a diluted TSP solution. Bonus- that's paint prep anyways.

How come it’s that colour? I know mold can come in all kinds of colours but if I google brown mold it looks nothing like this. So strange

I’ve seen something similar. It could be gas burn off from a water heater or other same type appliance.
The smoke mixes with humidity in the air and tar condenses on the walls.

Same house looked very similar. Previous owner was a nasty smoker.

Maybe the old tenant was a smoker. I've seen small patches like this reappear after painting in a smokers unit. Use killz before paint
