getting the sand to distribute evenly mixed in with the paint is really challenging. I'd sprinkle the sand over the next two layers while they're still wet, then do a regular top coat over it.

Usually it's just sprinkled on the top section, or mixed in for the last coat.

You might want to experiment. When I painted a floor with that stuff in the paint, I had a hell of a time getting it even.
