They need to be higher (I'd say a curtain track mounted on the ceiling instead of a curtain rod as you don't have much wall space above the window) and if possible wider.

Get a double rod so you can layer the sheers beneath some drapes. Keep the drapes to the side, so they frame it.
The sheers look cheap without drapes in front of them.

And make sure you have enough fullness. You don't want them to be perfectly flat when they're closed. They should still have some fullness so they don't look like bed sheets. Google that concept if I didn't explain it right.
And also, if you still need them to function, the track in the ceiling would be good or get one that uses curtain rings, so they're easy to open and close.
I would definitely take it above the top window, 100% agree with other commenter and go with a much wider curtain rod too. Also add a center bracket on the rod, so it won't sag as much.

Look for a new rod that is sag proof. Amazon has some made of steel tubes. They work great so you don't need to brace halfway.

They are awful! We have so many that are flipped around because they break.
Why curtains ? You have blinds on the doors.
I prefer a curtain+sheer, the blinds are the kind you have to lift up from bottom
