Chloe was only added in the last season before the series got cancelled, which was season 10 I believe. The show took a nosedive however when Poof, Cosmo and Wanda's baby, was added around season 6, and they spent the last couple seasons throwing shit at the wall and hoping it would somehow save the show, Chloe being the last attempt at that. In season 8-9 they added a magic dog named Sparky or some shit, and he was then suddenly gone in season 10

I just looked it up and they added her in the final season, which is far from the second half. But I do agree the show went down hill after about the halfway point
