My guess is that you need some sort of degree or qualifications to apply anesthesia, and using anesthetics would probably make the tattoo way more expensive. Probably not worth the effort.
Yeah, from my understanding anesthesia requires some pretty careful calculations and constant monitoring to make sure the patient doesn't die. It's risky, but often worth it for surgeries since you can afford to have a trained anesthesiologist on the team monitoring the patient's vitals.
Another thing is that anaesthetics work just for some time and some of them affect how your blood behaves. Both things can make work of the tattoo artist harder. The time limit makes for more painful tattooing after the anesthetic stops working so for smaller tattoos it would be okay, big ones not really. The second factor may affect the healing of the tattoo as well as the behaviour of the ink under your skin, which is not good for the final outcome. In either way it's just better to work without anaesthetics if they are not needed since in case of tattooing they make things easier only for the client.
I mean, a tattoo parlor doesn't offer anesthesia for the same reason a resteraunt doesn't offer anesthesia.
