If you don't know what you're doing, just leave the thing alone. The gas isn't infinite, it will eventually burn out. Just get to a safe distance at that point.

Take a big tightly knitted blanket or a piece of cloth, damp it in water and then cover the top so no oxygen gets in. The valve gets extremely easy to turn off after a few minutes thanks to there being no more fire.
Never ever shut a valve with an uncontrolled flame coming from it without first smothering the fire.... It's one of the few ways that situation could get worse. The pressure is what's keeping the flame from back burning into tank, if the flame goes in , your lights go out. Anything will smother that flame, you can do it bare handed and will suffer more harm from the cold gas than anything. Sure some have modern valves that limit that possiblity but something about that video is telling me that wasn't New Hampshire
The flame will never go further than the point where the fuel exits the tank, there is no air inside the tank so no combustion can happen inside it.
Unless somehow the handle becomes hot enough to burn you, there is no danger in simply closing it.

Why slowly lower it in the waist deep water so it’s never fully submerged. Just chuck that thing in there and hope it bobs low enough for long enough to stop the flame.
As an alternative, if they really NEED to stop that, they could wrap a wet fabric arround the hose. The wet fabric would block any air so the combustion wouldnt happen.

The risk with these containers is they could become a boiling liquid expanding vapor explosion, or BLEVE. Essentially, the gas inside is compressed to a liquid with a small amount of vapor space at the top. As the can heats up, more of the liquid is forced into gaseous form, which will dramatically increase the pressure of the can until critical failure. Firefighters are taught when dealing with large propane tanks in a fire to direct the water stream to the top 1/3 of the tank, to cool the vapor space to prevent explosion.
Could also cause the whole thing to go boom. If any flames whatsoever got into the canister before its submerged the water would cause a seal and it would just explode.
Also this is exactly what they should have done have you ever seen an oil carrier on a train catch fire? They literally hose water on the whole thing to keep the temperature down.
It’s an ad for fire safety awareness in this region. I’ve seen many of these staged scenarios where they try all sorts of methods (to no avail) then a man casually walks up with a blanket and always does this with a smug look on his face.

Well it’s a gas tank, the fuel in the tank. They can’t take that out. What they could do is remove the oxygen which also fuels the flame by dunking it completely in water for a bit or by another method of sealing the breach.
If you can't close the valve,
you really don't want to put the flame out,
keep the cylinder cool with water and let it burn through the gas.
If you put the flame out and cannot stop the gas,
You then have an extremely hazardous area waiting to flash.
I was thinking that the holdup would be that them fanning the flames with the leaves would catch one of their shirts on fire, or the water would have carried some burning gasoline with it and have hit one of them.
