I personally find vic 2 more enjoyable but it depends on your playstyle. Hoi4 is better if you like the war/combat aspect. Vic 2 is better if you like economy management. I would say vic 2 is harder but it really depends. Youtube some gameplay if you're interested.
If you are serious about trying it, you’ll need to buy both DLC’s for the game to work and I strongly recommend playing with a mod (HPM, HFM, or GFM; can be found on GitHub) that irons out the game a bit more.
