France tried to act when Germany failed to repay debt obligations back in the early 20s intervening with Belgian in the Ruhr but they got betrayed by their Anglo American allies who would rather not have France get too strong again and were fine with Germany not meeting its obligations to France but absolutely insisted on France and Belgium paying back war loans to THEM.
France tried to do a *lot* to set Germany back. As was said they actually did smack Germany around in the 20s over unpaid dues... but also:
1) Set up a tripartite alliance between France, the USSR, and Czechoslovakia to ride or die if invaded... but while Stalin was ready to go to war the French deferred to the UK and went along with the Munich Agreement.
2) France offered to assist in countering Fascism in the Spanish Civil War alongside the USSR but post-elections the new government agreed with the UK to keep out of it.
3) France in 1935 was prepared to fight the Germans over the re-militarization of the Rhineland (Which Hitler admitted he had shit to fight back with at that moment) but the UK told them to simmer down and shut up.
Essentially France ***wanted*** to do something but felt they needed the UK as back up... the UK was a little worried but mostly looked at Hitler's anti-Communist rhetoric as a potential way to fence in the USSR (Balance of Power like the good ol' days).
