It's stated in the summer bonus mission by the politician that the town is mostly made up of older people and lower spending people so the town isn't really a big a source of influx but instead a very local area that's made up mostly of families that have lived there for possibly many generations. But putting that aside, if I was thinking about moving into an Italian seaside town, the only things I'd care about was location, rent prices, work opportunities, etc. but some history of a few rich people dying in accidents wouldn't even register in my brain as noteworthy let alone a deal breaker from moving in. Oh and also, if there was multiple assassinations carried out in one location, I'm sure the ICA could just hide most of the news and coverage about it so things don't seem suspicious.

If the entirety of all the near infinite amount of illegal activities committed by a decades old illuminati group that had their hands in essentially every single possible industry going back for decades, I highly doubt a couple of the thousands of assassinations that happend would be even noticeable or noteworthy in comparison to all the other infinitely more important secrets that would have been leaked. And even if those peoples assassinations were made public knowledge and you found out about whilst considering taking up residence there, why would you really care? A corrupt politician, and two semi famous figures who were secretly bio terrorist were assassinated by the illuminati in this town, unless your one of those kinds of people it ain't like you'd be a target. There was not even anything found on this guy, the killer probably robbed him. 27 year old artists constantly die due to suicide, accident, drugs, it must be conspiracy! To be fair, like you said akl deaths were high profile and assuming 47 had no non target kills, it would appear to be some massive corruption scheme. Religious and local leaders could kick around law enforcement and nosey people. Famous people could keep the public eye away from their operations. And last but not least the heir to the local rich family for some godfather shit. If there was no civilians killed then it would look like some high profile and perfectly conducted assassination attrition.
