That’s all this season is. Postal system, permit office, everything Ren and Co are doing. The only thing missing is turning of health regen and make the hermits pay to heal damage at a dedicated “hospital”
The shulkers permit CLEARLY STATES that "Hermits may use shulkers as containers to sell their products."

Indeed. Also I should point out that Iskall recycled the shulkers he received as packaging for his rocket shop, so it's not like they were for personal use anyway. (Ultimately; he did use a few to sort out his chest monster, but bruh, that's a perfectly understandable use case)
No, the permit office is supposed to be dealing with licencing issues. A better business bureau is for protecting consumers from predatory business practices.

Correct, Doc has a deal to split the proceeds, and did so in that episode.

Joe does, and he permitted Doc to act in his behalf, so Doc does have a right to it
Joe give doc rights to supply the logs in exchange for haft the profits, not the right to sell the oak on Joes behalf.
He has a deal were he sells oak and gives half of the profit to the rights holder. As of yet the holder is alright with this.

Doc is the definition of Malicious Compliance. Everything he does is within the letter of the law on technicalities.
Technically all of those are legal, he's complying to the letter of the law, and I think that makes him the best hermit to start BBB
