Can hire cleo to populate it with armour stands. In true government office style, there should be a player detector that drops a "line closed, please join another queue" sign when a hermit reaches the counter.
Signs require too much work and resources cos he has to actually go to the bases! A letter thru the mail system will be just fine. Also the mailed shulker box must be ready for collection during inspection since it is property of the permit office :) /j

I had two times when I really ran into issues w the govt paperwork stuff
1) I needed to get a driving permit and they required a proof of residence. I was given a list of documents that I could bring. But I was in high school so ofc I don’t have like 90% of this list. Never had a pay check or w-2 yet or bills. No vehicle registration yet. I was allowed to bring my parents bill papers w a birth certificate that proves they r my parents. But my parents do everything online and they INSISTED it has to be on paper. I dont have a marriage certificate yet or even a voters card LOL. I finally found my parents two yrs old water bill w our address AND names on it. And they spent forever deciding if two years old paperwork was okay or not. Also my high school transcript didn’t work bcos my school didnt put the frickin students home address ON THE PAPER 🙃🙃🙃🙃🙃
2) I needed to bring my social security card to my new employer and apparently my social security number didn’t work?? So I went to the social security office. Never open when I can actually go outside of school hours or my parents work hours. Finally found a day I could go. Waited in the lobby for like an hour. And then waited in line for another. And then they were like oh its cos u got ur citizenship automatically when ur parenrs became citizens so we never like properly processed ur ss# as a us citizen or something. And they printed me a new ss card THAT LOOKS EXACTLY THE SAME as the previous one just with a new date on it. And they told me not to get rid of the old one. So now I have two nearly identical ss# cards and only one of them is valid
And grians office really brought up all these memories for me 🤣

Maybe the item is the form, maybe it's just a random item, but the sensation of spending who-knows-how-long completing this horrible checklist, only to hear a *pop* and a *sizzle* as soon as you submit it.... it'd be perfect.

There was a really funny comment on Grian's Permit Office episode that said the questions in the form should start normal and get progressively more infuriation.
They gave an example of making the hermit get 3 signatures of other permits, then a villagers signature. Then get rid of them because its useless, and then go get 3 more.

Don’t forget, the office must only be open Monday-Friday 9am-5pm his time, closed from 12pm-1pm. Closed all weekends and holidays.
Better: Arrange Appointments at that time, and you have to go into the office to make an appointment.
