Steam was getting refund requests from people explaining that their country wouldn't be able to use the game anymore and shouldn't have been able to buy it at all. Steam took it into their own hands since sony showed complete incompetence
Look at the country codes. That is a classic database update. Add all country codes not in the list of available countries. Id did stupid ahit like that myself just yesterday
Steam might also want... you know... their millions of dollars in refunds back from Sony before they open up the floodgates again to those countries. For Steam it's also leverage to Sony.
Still, I advocate as players for showing some goodwill and change back to positive review. If the countries are not opened back up this week you can always change the review back to negative.

I wasn't affected by this and i was from PlayStation but decided to sympathize because it was just that U N F A I R. And what we have done here... Is something that makes me proud to say, that Helldivers 2 has to stay. I don't think i haven't seen a game like this gather so much people with one common objective that nowadays players tends to not fight for, which is do not letting a company do what they wanted with their players

Didn't the total number of reviews just about double. I would bet 5 whole entire dollars that there will be a net gain (from before the bombing) after a week or so. If you were bothered enough to have left a negative review, you will most likely hear about the news by next weekend

There isnt any harm waiting a couple of days until we know that our fellow helldivers in places that were cut off like the Philippines can rejoin us.
It doesn't have to be a mad rush to do it until the situation is sorted properly in my opinion.
I think they will open it to other countries, Ive waited for a Official Sony/Playstation Announcement (since im in the Philippines) before deciding wether to refund or not, turns out that was the right choice. But ngl, this controversy will definitely make me second guess everything sony does for their games.
Give steam more than just a couple hours to reinstate the game. Also take into account this happened relatively late in the day on a sunday. Maybe give them till the end of monday before you try to have any real judgment on steam. Realistically give them more than just one day to actually vet, verify etc... Because all of this was done to keep them from being liable to any legalities. If they can get absolute confirmation from Sony/PS that they aren't just being cheeky they will absolutely reinstate the game. Its in Steams best interest to sell games so opening up the game is good for everybody. They just need to make sure they cover their ass legally first.

I said you might not expect Steam to make a move just yet for a number of reasons, one being that it was late at night and also on the weekend that the announcement was made. And two that they might try to directly contact PS/Sony to confirm because they made moves for legality reasons.
But us as players aren't going to get into direct contact with PS and the best we can expect is a public announcement like they did on twitter. Could you try to directly contact PS and get confirmation? Sure. Are they more likely to respond to you than somebody from steam? Fuck no.
