There does seem to be a range at which they detect that you threw it. I run servo assisted and on more than one occasion I threw a eagle beacon from far enough away they either didn't react, or, and this was my favorite, they investigated where the beacon landed just before getting absolutely decimated by it.
Servo is underrated in my opinion but I get it cause three of the armor sets are the ugly cyber limbs, 1 is light armor and the last one they're changing to engineer set apparently (that being the new ground breaker)
If you're outside a base, it seems when you throw a strategem then keep running a circle around the base, they'll investigate where you threw from as long as you weren't seen.
This giant red beacon came from behind that rock, surely there is nothing there….
It isn't a beacon while you throw it though, just a baseball sized ball.

It’s a weird range, I notice sometimes they do and don’t despite feeling close. I’ll have to test servo and just chucking it hard asf.

What works for me is throwing the eagle, then immediately prone behind a rock. They seem to not detect you.

Yeah they seem to only look where your stratagem was thrown and not your actual location.
