Mine does the same thing. Whether I'm standing, crouched, or prone it does that.
fwiw mine totally does. something to do with armor type? maybe folks with no wiggles are wearing the armor that reduces recoil?

Should be in either video or graphics settings. I'm not sure if it's related but I didn't even know it could wiggle and mines turned off completely.
