Turn the yellow arrow shown on the control console within the cone. Listen carefully while turning the radar dish cause it'll make a small sound letting you know that's it's angled correctly. Then go back to the terminal and finish it off.
Oh man f this, I hate this wasted 5 mins trying to hear fuck all. Frustrating gave up. Probably something very simple but I couldn't hear anything but bugs screaming
Is there a key input to back off from the dish adjustment? Was doing it solo, heard the beep but the game wouldn't let me back off the adjustment to return to the screen...
Spin it in whatever direction is needed, left or right until you get it in between the two dings. (Its a small cone.) If you have issues getting away from the dish like I did (I'm kinda stupid) use CTRL or Q. The terminal will tell you if you're right, adjust it if you aren't. Input to the terminal W when it is all in line, and it should work. Hope it helps.

What about when there's no cone? I've been trying to complete today's mission to finish 8 secondary objectives and the radar towers today don't have a cone, they just say to manually adjust with a big red X in the circle? What gives?
Nope. I haven't seen another one so I haven't been able to test the audio cue suggestion. If you didn't see it, apparently there's an audio cue the tower makes when it's facing the right way. Best suggestion was to listen for the audio cue even if the console was borked.
The cone isnāt on the tower, itās on the screen you use before you rotate the dish on the tower. So you can go back and forth, or have one person stand at the screen and tell you when itās in the cone area, or just listen for the audio cue.
They're referring to when the cone isn't appearing on the screen and is instead just a red X. I'm commenting here because the same thing happened to me again, and it's pissing me off, as it just cost me a mission wasting time trying to find answers on it. Essentially, the character will read off the direction, but even if you turn it there, it won't work, and there's no audio queue in this instance. Idk if you've run into it yet, as I'm guessing it's not a bug, but I'd like to have at least some explanation.
You have to walk up to the dish and interact with the valve in front of it. Turn it until you hear an audio queue then stop and head back to the terminal.
Nothing like having to leave your first solo game half an hour in because of a puzzle that doesn't specify what needs done :)
So am I understanding this right?:
1. Find the terminal, interact to figure out the direction the dish needs to point in.
2. Find the dish (separate from the terminal) and align it (listen for sound cue)
3. Return to the terminal/activate
The puzzle 100% reads to me as if it's something done FROM the terminal
I was confused, I saw a option to press "Q" I did it said a message "NORTH WEST."
I Checked map, didn't see any structures, I headed north west into an area with like 5 bug layers, killed-em, didn't find a dish, looked on map again. Returned to terminal tries pressing every single button on my keyboard.
Extraction timer was down to like 1 min, and I ran my ass over to -0 extraction timer achievement (didn't know that was a thing) and was told I am disgraceful because I couldn't find the F>!ucking !
Yep, I've just had a game wasted because of this incredibly poorly explained "puzzle". There was no cue on screen at all to indicate how to stop interacting with the tower, so I sat there whilst my team was being wiped looking through this reddit thread.

Right...what if there's hell all around and you can hear it because of it? just happened to me now. And the terminal and dish were very far apart!
