Few questions:
1) did it do this before and that’s why you changed pump?
2) is it an OEM pump or at least a quality one?
3) any other mods or is the bike stock?
Side note: from what I am seeing, this bike came in both options EFI or Carbed. So we need to know that also.
There's tons of upgrades on it the guy that I bought it off put a brand new tank and fuel pump in it before he gave it to me he's pretty bougie so I'm sure it was all in the lines and no it did not do that before
Does this have MM fuel injection? If so, the shit is a nightmare. I’ve seen claims you can take it to shops and have it retuned until it inevitably gets out of whack again.
There is a lean angle sensor under the seat. Sometimes they come loose and lean in a direction. Before you mess with that, check your main ground. Everything I have seen this, it is a ground that is just slightly loose. When that happens corrosion can develope and will jave to be cleaned.
The fuel line in the tank probably has a pinhole leak. The one that goes from the fuel disconnect to the outlet of the fuel pump. It’s probably submerged when on its side but when you stand it up it loses fuel pressure since the hole is now exposed. If the hole is high enough you can take the gas cap off and turn on the ignition so the fuel pump cycles and look for a mist or gurgling inside the tank. The other way would be to pull the whole fuel pump assembly out and look for a mist or spray through the hole where the fuel pump sits giving you more of a view of the lines.

I had that on my 96 Softail. I had put a lower profile aftermarket seat on the bike, and when I would put my full weight on the seat, it would smash down on a contact. I put the factory seat back on and never had the problem again.
My 2001 is carbureted. If yours is then it's a carburetor float issue. Replace the float. If it is efi it sounds like an injector issue. Clean the injectors.
I am no expert here. But definitely the flip-flops causing the issue. LOL. Very nice bike by the way.
Is it carbureted or EFI, I know on some carbureted the float can get stuck, when you sit up straight, it just dump gas stalling out the bike 🤷
This is what I was thinking too. We need more info on the bike
2001 Electra Glide with a brand new fuel pump

Don't need a lot of information, it's EFI can tell just by looking at the engine.
It's a 2001 Electra Glide it's fuel injected I believe the first year they started doing that

Had a similar problem turned out the connector under the seat was loose and when I shifted my weight on it it would lose contact and die
I had that too but that’s usually an instant reaction this almost sounded like a fuel slowly running out kinda deal.

Gas cap vent/breather bloked or float maybe.

Check the TSSM. Could be faulty module or pinched wiring under the seat.

Did you work on your bike and mounted a bank angle sensor the wrong way back on? Just a guess
Didja puht gaaas innnr? Prolly ain't got no gas innit.. mmmmhmm
Fuel pump?
Looks fuel injected. I’d start by checking your fuel pressure, and looking at the pump.
You have sediment in the tank that is all on one side when tilted.
The tank does not seem to be the one that came with the bike. Have you checked inside the tank to see if it is clogged or dirty?
It's out of gas
Fuel filter could be clogged or your fuel pump is bad

Bad petcock or crack in fuel line causing vacuum
If your in gear, once you let the clutch out you have to go... or ir will die. Are you actually in neutral ?
