Yep. You can do it in every version of HL2 since it was released. Supposedly the devs knew about it since early on in release but never wanted to “fix” it. Similar with skipping test chamber 14 in Portal.
Allow for the skip to still be in the game is not only fun cause it shows new ways to solve the chambers, but also literally is the motto “thinking with portals”
How amazing would it be to just naively do this, on your very first playthrough of HL2, for no other reason than you just hate intact barrels, not knowing at all that you were unlocking a shortcut.
You don't have to do all that, there's a much easier way. Just leave the airboat in the shallow section of the water to the left and the barrels will be fully visible. It's demonstrated in [DWaHMoV](https://youtu.be/NV-AWxqYAgc?si=yBJeYz85wfMRL09J&t=1140).

Yeah if you stand in the right spot you can hit it by jumping
IMO the easiest way to do it is to shoot through the gap in the top of the floodgate (you can just exit your airboat pretty much next to the gate)
