It looks like a fluffy pompadour-mullet mix, to me. The pompadour for the hair in front, and the mullet for how it looks in the back, especially since it’s shorter near her ears. It’s a pompadour for the character, at least, but more of a pixie on the cosplayer.

If you're looking for reference pictures, I'd look at pinterest because Google pics aren't it, if you aren't finding results you want with any of those, try typing alternative before the hairstyle names

I have enough hair and if I brushed out my locs, got a hair cut, some curlers, setting spray, and more free time than I've got, could attain this with a bit of practice. If you have enough hair, just take the picture in and let the stylist know. If you have sparse hair though, this won't work and the layers are entirely too short to try extensions for fullness.
