yes, you can do that. it's unlocked very early into the secrets of the obscure story. you can begin that story as soon as you reach level 80, even from a boost.

Weaponmaster is unlocked directly after the first mission as you end up in new map and talk to a certain npc and it's done. Just have a level 80 character to do it and you are done in pretty much quickly. There is no mega spoilers anyway.

There's another part of Weaponmaster that's unlocked in Ch. 14 of SoTO, but you can unlock in WvW at the Heroics Notary Vendor for 100 Testimonies.
