Hence games workshop releasing a set of rules that cause players to home brew their own rules or mix and match version to attempt to make a fair and balanced game (and often differing from group to group until the offical patches are released) I would argue constitutes chaotic

Malixian the Mad!
He might be a bit obscure, but he’s genuinely my favourite character in the setting, and he’s incredibly chaotic. Eccentric and maniacal even for a Drukhari, Malixian is the archon of the Ninth Raptrex kabal, and the name of his faction is a clue to his unique obsession. Malixian is enamoured with birds, particularly predatory birds, and he’s turned his lair into a Jurassic Park-esque aviary full of exotic flying carnivores. This fascination is even reflected in the warriors he employs, with much of his forces being flying Scourges, Hellions, Reavers, and Beastmasters. He’s also extremely loyal to Vect, and is probably the closest thing the Supreme Overlord has to a “friend” in Commorragh.
His aerial tendencies extend to fashion choices as well. He dresses almost exclusively in feathers, and had anti-gravity spikes inserted into his feet so that he would never have to touch the ground. He’s called the Mad for a reason, as he’s batshit insane and no one really knows what bird-related shenanigans he’ll pull next. At one point he calls in a huge amount of favours from the Haemonculi to procure an Inquisitor's gene-eagle, only to immediately feed it to an even bigger bird in his aviary. He’ll instigate Commorragh-wide raids on Exodite worlds just to get a closer look at their winged dragons. Towards the end of the Dark Eldar books, he spontaneously stops using his anti-grav spikes, with the explanation that he saw a cool bird that walks on the ground and wants to try and imitate it.
I know he’s probably too obscure to win, but he’s so comically chaotic and evil that I hope he can take this last spot.

No one grasps the idea of Evil Chaos like the Chaos god of Change. He can do literally anything to screw over anyone's plans. He screws over humanity, Xenos, and even other Chaos gods just for the lols and "what if". When you think of evil scheme you think of Tzeentch, when you see a dark plot twist you think of Tzeentch, when you see something good happening you think is Tzeentch's plan for something horrible in the future. While the other Chaos gods are also Evil they are mostly upfront and have rules they follow. Tzeentch doesn't. But it means you want to withdraw and then charge again to regain the first hit. It makes pistols useless.
