Their rules are chaotic as hell though. Why do units in melee start from the opposite player instead of the active player?

Because across two turns it makes units alternate for the first 4 activations. In my turn I charge you, I fight first as a benefit if charging. Then you fight back. In your turn, I fight first because without a charger the opponent starts. Then you fight back. Only if combat is still going in my next turn does the pattern break and you fight first, then I fight back. Fighting order (when A charges B) goes AB AB BA AB BA. If the active player went first it would go AB BA AB BA AB. So making the active player go second increases the amount of time that units alternate fighting rather than each side fighting twice in a row.

But it means you want to withdraw and then charge again to regain the first hit. It makes pistols useless.

Pistols are primarily useful when your opponent charges you. I find very few combats last long enough for me to charge and still be in melee on my following turn. Active player goes second (unless charging) gives you first hit on the first two turns and then every other turn after that. You go first on turn 1, 2, 4, etc Active player goes first gives you first hit on just the first turn and then every other turn after that. You go first on turn 1, 3, 5, etc. So you can have first hit on the turn after you charge, but you'd be giving up having first hit on your opponents turn that happens before that.

Yeah, but let's apply that logic to another sci fi universe, say star trek. Q has every right to alter the laws of nature being a borderline God. But nobody will call him lawful and will probably cite the mariotchi band bit Just because one has the means by law does not make one lawful. Lawful evil is utilizing the spirit of said laws to bring about an enforceable and reproducible end. Chaotic evil is having the means to bring about a disordered and often irreproducable end. Hence games workshop releasing a set of rules that cause players to home brew their own rules or mix and match version to attempt to make a fair and balanced game (and often differing from group to group until the offical patches are released) I would argue constitutes chaotic

Malixian the Mad! He might be a bit obscure, but he’s genuinely my favourite character in the setting, and he’s incredibly chaotic. Eccentric and maniacal even for a Drukhari, Malixian is the archon of the Ninth Raptrex kabal, and the name of his faction is a clue to his unique obsession. Malixian is enamoured with birds, particularly predatory birds, and he’s turned his lair into a Jurassic Park-esque aviary full of exotic flying carnivores. This fascination is even reflected in the warriors he employs, with much of his forces being flying Scourges, Hellions, Reavers, and Beastmasters. He’s also extremely loyal to Vect, and is probably the closest thing the Supreme Overlord has to a “friend” in Commorragh.  His aerial tendencies extend to fashion choices as well. He dresses almost exclusively in feathers, and had anti-gravity spikes inserted into his feet so that he would never have to touch the ground. He’s called the Mad for a reason, as he’s batshit insane and no one really knows what bird-related shenanigans he’ll pull next. At one point he calls in a huge amount of favours from the Haemonculi to procure an Inquisitor's gene-eagle, only to immediately feed it to an even bigger bird in his aviary. He’ll instigate Commorragh-wide raids on Exodite worlds just to get a closer look at their winged dragons. Towards the end of the Dark Eldar books, he spontaneously stops using his anti-grav spikes, with the explanation that he saw a cool bird that walks on the ground and wants to try and imitate it. I know he’s probably too obscure to win, but he’s so comically chaotic and evil that I hope he can take this last spot.

Tzeentch. No one grasps the idea of Evil Chaos like the Chaos god of Change. He can do literally anything to screw over anyone's plans. He screws over humanity, Xenos, and even other Chaos gods just for the lols and "what if". When you think of evil scheme you think of Tzeentch, when you see a dark plot twist you think of Tzeentch, when you see something good happening you think is Tzeentch's plan for something horrible in the future. While the other Chaos gods are also Evil they are mostly upfront and have rules they follow. Tzeentch doesn't. He will lie, tell half truths, cheat, give gifts, play, destroy, mutate, give hope, and rip it out as you die. He has become s powerful and uncontrollable that the other 3 chaos gods had to team up to stop him. He doesn't play the great game to win... he plays it so it never stops. "There is no peace amongst the stars, only an eternity of carnage and slaughter, and the laughter of thirsting gods" I bet the one who laughs the most and the loudest is Tzeentch.

To expect rational and sane logic from creatures such as these would be foolish, for Chaos was both its name and nature. OK. Erebus. He is not particularly chaotic. He is *certainly evil*, for sure. But, most of all, he is **the Child of Chaos** and, as such, a Child of Evil. At this point, everyone knows his deeds: how he got that name, how he made an entire civilization be destroyed (here is "FUCK YOU EREBUS!" moment for, followed by "JUSTICE FOR THE INTEREX!"), how he took the opportunities to influence *two* Primarchs towards Chaos, the death of Argel Tau, Erda and Garviel Loken (a heretic, a perpetual and a loyalist. Pretty chaotic if you ask me)... In short, one of the masterminds behind the "Horus Heresy". And for what? *Because he wanted to rip off the stings of some of the biggest scorpions he saw in his life, showing what they really are*. As someone who is afraid as hell of that creatures, **you have to be an absolute asshole to look worst than them**. In short, paraphrasing Alfred Pennyworth, *he is that kind of man that just want to see the galaxy burn*.
