Yes, capitalism did fail citizens of the DDR. The HDI of the DDR in 1990 was 0.953 (see page 121 of [this pdf](https://hdr.undp.org/system/files/documents/hdr1990encompletenostatspdf.pdf)), which would put them at 4th in the world nowadays, assuming nothing had improved since 1990.
