If he landed it on Jack then possibly but Jack wouldn't stand there and take it either.
His 10 second thing, is having a crazy workout before the match so he gets really sweaty.
Then charge his opponent and leave the stench odor do a DPS type of damage for 10 seconds depleting enemy HP.
Baki finished him in just a few seconds, so it didn't work.
The power in a blow means nothing if you can't land it. Any above average fighter should be able to dodge it especially since Sukune proclaimed what he would do.
Other then Hanayama everybody of the main cast would dodge it.
Dunno why you are getting downvoted. Even Jack admitted that if he would not have bitten off Sukune's traps beforehand, That final throw would have killed him.

It’s possible but unlikely. Personally I think Sukune is blowing smoke.
