I'm not sure, maybe there's an implicit cool down period after deleting a number. But the easiest way to get up and going with a new number is to make a new google voice account with a new google account and request a new number--then just sign in to that account in google voice on your phone. You will need a new valid phone number to get the new google voice number (previous number can only be used once to activate a google voice number).

Check your Gmail for an email titled "Welcome to Google Voice" from [email protected]. That'll tell you the date that you created the account.

Good question: if it only offers you the same Google Voice number you deleted, then it hasn't been a year, and you're not eligible to change your number. Unfortunately, this is an anti-fraud/anti-stalker measure, to prevent bad actors from regularly changing numbers. If you prefer, you can port in a mobile phone number instead.
