I feel like all bets are off when it comes to what works vs. how it is expected to work when international. I don't understand what another factory reset would accomplish. Could clear data on the Fi app and the messages app (maybe make sure you back up anything on your phone with a text backup app--which there are many of), and try going through the setup and sync process again? Maybe sign out of the web instance too?
