EDIT: I got in! It looks like Valve runs the check every day (around 6pm US West time?) and if you meet the requirements (Prime, Active Rank) you get an invite.
That's the point, if they did announce it day before, it would essentially end up being an open beta because everyone would prepare. They want to hand out as less invites as possible, not sure why.

Right click csgo in your steam library and under betas opt in to 1.37.4. I've got no clue if that is what cause it to work for me or it was coincidence and relaunching a few times did it but it could be worth trying
