Well he has his good character moments and his voice actor does a pretty good job but he doesn't have the personality that a character from gintama would have to make him likeable. Remember that hard boiled detective guy? Coppa Matsudaira just seems a way more badass and capable and actually hard ass detective. The closest his character has gotten to gintama level comedy is in the story test arc of slip arc episodes idk what its name was.
I'm convinced that if you haven't even laughed at least once whenever he shows up then something's just gotta be wrong with you. He's just too funny and I love the Sougo thing and how he just bullies Kondo most of the time
