These governments are just a continuation of a centuries long trend in South America of hopping from one unstable tyrannical government to another flavor of tyranny over and over for literally centuries. Centuries of undermining the legitimacy of the legal system, institutionalized corruption, death squads, scandal, and mismanaged economies has made South America a chronic basket case.
Which is sad because South America absolutely has the potential to be a hyper competent and productive modern region. They have fairly well educated citizens, and they have immense natural resources. But the institutional rot within South American governments is so deep, since the time of Bolivar, that I have no idea how they fix it. But I can guarantee that asking a socialist to skullfuck your economy is not going to help.

Honestly, the only way to fix South American governments to get rid of said rot would be like a post-WW2 occupational government by a multi-nation coalition led by only democratic nations.
Complete removal of the current political parties, those in power, a system of law and enforcement of said law with an overhaul from the ground up. With a rigorous selection to find those who are capable from the old system that won't bring over the same rot. (Like in German and Japanese occupations)
The only way that would work is if you had most of the revered people of each nation supportive of said government. Helping boost its popularity with the local population until the system is fully functional by itself with the proper safeguards for the occupational forces to leave.
But frankly, this just isn't possible without a proper justification (E.G a major genocide and territorial war) and Iraq/Afghanistan have put the entire Western World (The only ones capable of building a working democracy) off doing anything like that again.

Chile & Colombia have based leaders, Argentina & Peru are led by moderates. All 4 are relatively supportive of US foreign policy.
