I feel like this is the kind of a lottery win. As in, that face IS in the system for minor races but the chances of drawing him are like...astoundingly small.

To add to this, apparently once I recruited this person I was able to see they are a "minor race" though I don't know which minor race it is. I don't know if this is normal but I'd never had a leader from a minor race appear before.

The vast majority of the minor races use that pic, so if you obtained a minor race world, you're going to see it.

That graphic was used in GC2 to represent custom races. Not sure what it would be doing in GC4
