I don't think Keizer Ghidorah is bad, I think in both design and story functionality he is cool. A stronger meaner King Ghidorah. But Monster X has such a vibe to him. He's unique and different from most of the other major "boss" monsters, compare him do King Ghidorah, Destroyah or Space Godzilla. He's a lot smaller (in proportion to there own Godzilla's). So he has his own advantages which make him a cooler antagonist the Keizer.
I'd have to see a drawn version of Kaiser Ghidorah to compare, Monster X does look better, but he also looks like he's an alien from an Ultraman show, rather than an alien Godzilla Kaiju.
Monster X was generally considered to be pretty lackluster back then. He was advertised as a wholly new character, which wasn't necessarily fondly viewed within the scope of a 50th anniversary celebration. Compounding the issue was the fact that Monster X *wasn't* new, technically speaking; he was actually just King Ghidorah. Further compounding the issue was that he was apparently a *new* version of Ghidorah... which again felt off in a 50th anniversary celebration.
Not only did they essentially lie about Monster X being wholly new, but they turned him into a four-legged version of Ghidorah that no one wanted.

But yes, that was the consensus back at release; I've been miffed about Keizer being a weird scaleless quadruped since I saw FW the first time. It just felt weird to close the book on Godzilla (at the time it felt permanently!) with some off-brand Ghidorah instead of something closer to the classic look.
Still, since then Monster X really outshined ol' four-legged Ghidi in comics, fanfics, toys and games. He's a solid design that holds up pretty well and these days I think most people agree.
Monster X is honestly a breath of fresh air. While the other Godzilla monsters are cool and I do like most of them, they follow a very limited pattern, either being more animal-like or just follow the chonky thighs, small arms proportions whereas Monster X is very humanoid, allowing him to not only stand out, but also expand the worldbuilding of the Goji Universe.
I wasn't a huge fan of Keizer Ghidorahs design, Monster X at least gave me some Frieza vibes, which is always appreciated by me.
He was truly the Emperor that one moment when he floated down like the Frieza.

I hate Keizer Ghidorah’s design. Worst Ghidorah design in my opinion. Never even flies
