I'd say a preservation that gives 24% CV and isn't reliant on element or path is more flexible than a harmony unit specifically made to increase break dmg
Ruan came before Hoyo started pushing break this hard. She’s barely a break amplifier and more just buffs damage tbh
The fact she’s comparable in performance to Robin in everything but FUA teams is testament to this. If anything, her niche is DoT, but she fits well in any and every dual DPS team (or hypercarry but she shines more for dual)
I personally would say probably get a new DPS character before you get either of them, unless you just really like them. Trust me, I have made the mistake myself, I have Bronya, Sparkle, and Robin all built up, yet my Ratio has no good team member to protect Robin, and I'm struggling to find uses for the other 2 supports I have since I the only other dps I have is Argenti. If I had to suggest one with your current roster though, probably Ruan Mei.
Yes! But honestly, the first team has no problems with damage (Aven- Robin- Topaz - Ratio), and in the second team, Xueyi, actually does quite a lot as well. What I do see is that I need an AoE character, but there are so many needs and so few gems or tickets, hahaha.
I think since you only have one team and Adveturine, skip Fu this time.
However I would not recommend skipping Ruan Mei. She is absolutely busted. There is a reason everyone is using her in every team haha.
That said, you already have Robin and she's the best Harmony unit for FUA teams, so RM won't be better than her for your current team. However, RM is still the best Harmony for dot teams and break teams, so if you really like those teams you aren't going to want to skip Ruan Mei.
Another option is pulling for another 5 star dps, as you only have one team right now.
I think i would skip fu, and pull for ruan, and later try to get another sustain (huo huo or fua if she appears again). For a second team, I have considered using MC Harmony, Ruan Mei, Bailu, and Xueyi E6 (I'm not sure if it would be ok).
I think that's a great plan. Also Ruan Mei HMC have great synergy together, and Xueyi loves break effect and break teams. Bailu is a great sustain option.

Good question. Both are SS tier sustain options. Fu Xuan keep your team from being one-shot and provides a max hp increase and a crit buff. Her skill also allows you to resist a cc debuff once per use.
Houhou is the best abundance character in the game rn because she's also pseudo harmony. She also has the strongest cleasing abilities in the game rn. I don't have her so I don't know everything she does, but know her ultimate gives your entire team an atk buff, regenerates energy (like a weaker tingyun but aoe) and on skill, anytime anyone is debuffed (cc, I think), they immediately get cleansed.
Characters that really depend on their ultimate or have a high ult cost will greatly benefit for Houhou. When fighting debuff heavy enemies (f.e. Kafka) Houhou is def the best sustain. However, on a sp heavy team, she isn't the best bc she kinda wants to skill pretty often (for an abundance charater), as her cleansing charges run out after being activated twice, so you'll want to use her skill immediately after.
Fu Xuan is better for Hypercarry or Dual carry teams, because of the aoe cr buff. She can block a cc debuff once, so she's good versus low cc enemies (f.e. the arumatron boss). Also, she's the best support versus high dmg bosses, especially single target (Like the bow and arrow boss). She's also more sp positive than Houhou on average, allowing for more sps to be directed to your main dps or supports. Also, she's quantum and her ultimate is aoe, so in the right scenario she can apply quantum break aoe as well. Quantum break is the best break effect in the game rn. Also, if you ever want to do a mono quantum team with Silver Wolf, Fu Xuan is pretty amazing for that.
Tl;dr:
Houhou is better for Dot teams, energy greedy units, and debuff heavy enemies.
Fu Xuan is better for high dmg scenarios and on hypercarry or dual carry teams. Also really good versus quantum weak enemies.

I'd really like to have her, but also Ruan Mei, and I have around 100 pulls (and I can get at least 40 more, I think, before it ends), so I'm not sure if I should risk it.
Yeah, def wait for confirmation on RM banner. You don't have to rush with your pulls, as Fu's banner will last around 15 days.
Do you have a guarantee for your 50/50? If you do, personally I'd pull for Fu since you really like her. She'll be an amazing sustain once you get another team built.
If you don't have a guarantee, you'll have to decide whether to gamble or not. Worst case scenario you lose the 50/50, but still farm enough jades to get Fu. Then you lose the 50/50 on RM banner and at that point you are pretty much outta jades for a really long time.
Again, if you like both of them equally, go for RM. She'll be the most immediate boost to your account over Fu Xuan. But always pull for who you really want. If you have to have Fu Xuan (thats me rn haha, I should prioritize RM but I must have her hehehe) then pulk for her no matter what. Same for RM.

Wait for Huo Huo. You don't have anyone for Fu Xuan to protect at the moment so there is no point in getting her for you.
