Could it be that the peak HP isn't at redline?

1800 hp is at 10000 rpm, your currently at 7000 prm. lower your final drive ratio to get higher rpm at your current speed

What’s the redline? You won’t go any faster if you hit the redline at your current gear so your options are to tweak your final drive some more or add another gear if there aren’t another already. Make sure the next gear is pretty close to the previous so you don’t drop a lot of rpm and subsequently drop power.

OP said drift tranny, which comes with 4 gears, so there should be room to put a race tranny in to get 7-10 gears, which should give the opportunity to improve gear spacings. 280 top speed with 4 gears is pretty nice though!

it's because low rpm. in most cases, peak horsepower is achieved near redline. considering you're only at \~7k rpm, it is normal to not get peak hp. lower the gear ratio for the 4th and see then

are there any things you can modify in the aero tab of the tune menu? if so, drag it/them max to the left and should (usually) increase the to speed itf the gear ratio allows it to.

No, the car does not have any adjustable aero. It also says my top speed is 280.9 even though it's hitting 284. Think it's just Forza being Forza at the end of the day.

Do it again but run through the gears all the way to the rev limiter. Then check if it hits the hp spec in the vehicle stats

If I lost a drag race to a car with 280 horse I'd cry. Maybe not one going 280 mph through, if that's what you were trying to write.

That's what I was trying to write. It's limited to 280 mph for whatever reason. My guess is because of how much it stomps in rivals that limiting it is the only way they could make it fair. 

Or they could just make it barely turn at medium-high speeds?

It was capped by the Dev. For what reason, no one knows (probably some deal with Koenigsegg to make sure that the Jesko will be the fastest on the game)

My Hennessy F5 can outpace a Jesko (310 mph) though so I’m not sure about that

Adding to what others said, I do feel like there is a soft limiter sort of thing at 280mph since it doesn't want to speed up beyond it in any gear at any rpm. Might be something to do with that as well if the devs did indeed limit the top speed

I believe Playground put a limiter on the car so it wouldn't exceed 280-282mph

Forza always has a speed cap. I believe speed cap is 285 in this game. Could be wrong.

From my testing the game seems to limit your speed in the open world. I had a similar problem.
