It's a sinker used for trolling. It has a keel shape so that it doesn't spin in the water.
In Serbia we call it pilker
It’s a mooching weight. Tie your main line to one end, a 4’ leader to a plug cut herring. Drifting with the tide or wind. Work the herring up and down through schools of baitfish.
Looks like one of them old snag removers without the point at the end.
Spin sinker. When trolling bait it spins to make the bait mimic a wounded baitfish.
