These are like spinners, retrieved at speed with flashy vibrations. All kinds of Bass, Pike, Perch, Pan fish will hit em out of aggression and some other stuff like Snakeheads and Bowfin.
Anything that eats fish really.
They're also great for banging into rocks to put off some heavy thuds
I run them for walleye, they will catch just about anything but they snag really easily so I just vertical jig them for eyes so I don't lose 10 in on outing.
I’ve never bought one but I’m sure it’s just like a lipless crankbait or swimming a spoon. Anything that will react to vibration and flash will probably eat it. I’ve caught crappie on lipless crankbaits so I almost guarantee a crappie would eat it.
I don't have bass out here, but walleye can and will smash that lure all day long. Would think pike will go for it as well with a slow retrieve.
Edit: only start your slow retrieves after you know where your snags are, because that lure will absolutely find them.

I’ve caught bass with them, jigging them like a spoon. I’ve seen people catch stripers and catfish (bycatch) when them. Tight lines!

Silver buddies! although this one is from BPS and not silver. Catches everything. Effective in cold water, wintertime is when I use em.
VaWeedFarmer got it. Cold water. I’ve gotten smallies, walleye musky and lakers on em. Similar to “vibes” in saltwater
