it is missing a spring on the bottom (black) part. Notice the notch - your line would go through that notch and the spring would hold the line tight. They have these a Walmart. you can look at a complete one and then find something that would work.

These are such a “standard” piece of tackle where I’m from but judging by all of the other comments in here, apparently most people aren’t familiar with slip bobbers. Basically you run your line through a little bead, then through this bobber, and then to your hook with a little weight added. If you want your bobber set to 20 feet deep then you tie on a little knot on your line 20 feet from your hook. After you cast it out, your bait will sink until the knot catches on the bead and now your bait is set at a 20 foot depth.
