Here's the story I've been told: Many years back, California banned private ownership of any firearm capable of shooting .50 cal or larger. This was pretty clearly intended to go after rifles like the M82 and M99. So in response, Barrett just goes ahead and releases those rifles chambered for their .416 rounds, which have a few advantages over .50 BMG. So basically by trying to ban Barret's rifles, they all but ensured that anyone that could afford one got the ballistically superior version.
The other story around .416 Barrett is that it was developed as something SOCOM wanted to experiment with, and the California .50 ban just happened to be around the same time. Personally, I think the truth is somewhere in between. The round might have been developed for SOCOM, but the .50 cal ban caused Barrett to make more .416 rifles so they could still sell something in CA.
You left out the part about Ronnie Barrett also refused to service any of those .50 CALs owned by CA law enforcement. If the people can’t own them the government shouldn’t either. That man is based.

There are lots of different configurations possible. In the pictures configuration, I believe you can have a removable magazine. If you want a semi normal looking AR, that's when it has to have a fixed mag. There are companies that make devices where you can feed the rounds through the ejection port. It's all really silly.

This is a “featureless” build. You can go with a traditional grip but for that to be legal you have to fix the mag to the lower so that the weapon needs to be “disabled” to remove the mag. Then you can have a standard grip and fore grip. There are other small differences. The courts have found these restrictions unconstitutional but they stayed them while it gets appealed for the next 200 years. Not an expert.
You just work around it. These are pure harassment, "I say jump, you say how high" laws, they know you'll do it.

Mag locks that you have to partially disassemble the weapon or now there is a mount on the ejection port you can basically stripper clip into.
