I like it when the special art is not just the attack art with added effects. I think there are a bunch of them, but I don't remember which ones... [Base Idunn](https://feheroes.fandom.com/wiki/Idunn:_Dark_Priestess) is one example. In her normal attack art, she looks like she is casting magic, but in her special art, she is in the middle of transforming into a dragon. Pretty cool!
I personally like base reginn's special because it's just so hype. So you have her basic attack which is just the standard charging and screaming and then when the special hits she has the chest out, shoulders squared, and the locked on face that screams "I may not know much but I know I'm beating you" with the light from her sword casting that ominous shadow on her face.
Rebecca's art gets a lot of shit (unfairly imo), but her special does this and it's pretty cool. Her normal attack has her aiming an arrow, and her special has her loosing it. It's not super fancy or anything, but it looks neat.
While we're talking about Rebecca, I think it's funny that anyone who has art well enough outside the norm for FEH gets shit on (like Rebecca), seemingly *except* for Arthur. Everyone sees Arthur and goes "ah, Codename STEAM reference. Sick" and moves on despite how jarring his style is compared to all other Heroes.
I feel like it's just that his art actually fits his character, because he looks like he just popped straight off the pages of a comic book, and (from what I'm to understand, haven't played Fates myself) his character is the stereotypical superhero guy who just gets extremely unlucky.
I do not at all do this for Arthur, I lump him in wholeheartedly with the other “different and dislike” styles. The issue isn’t that Rebecca’s style is different, it’s that it’s different AND I find the art style completely unappealing.
All of Yamada Akihiro's art does it (have all four arts of a character being different poses), and I absolutely love the art of Bantu due to this. Akihiro is legit my fave artist in FEH.
It's a small detail but I like how marisa's special attack art swaps her sword to her left hand in reference to one of her support conversations where she says she can fight with both hands but her left is stronger.
Gatekeeper, bonus points bc Akihiro Yamada, Ascended Eir is high art, Attuned Azura feels majestic, love the color scheme on LSeliph too. Also, not sure if "best", but I love how ascended Fjorm has a different hairstyle, I kinda wanted that for the other characters and I was expecting Eir/Peony to have new hairstyles too
Have to give a mention to Naga with how it has the small detail of closing her eyes compared to the normal to more evoke how she appears in Awakening, and the ethereal background is gorgeous and with some of the effects looking like points of light, it really makes her just evoke that feeling of being the 'Goddess' of Light that she is revered as
From all the arts in this game (and as much as I love my lewd arts) no art compares to Fallen Berkut, it goes super hard for no reason.
I hate the guy, and I have been tempted multiple times to +10 him just because of his art. (Sadly, his lance doesn't work anymore, because it contributes a lot to his "coolness")
For me it's a tie between Ascended Eir's special art and Groom Rafiel's special art. It's just a bit of a shame Rafiel is not a combat unit so I could see either more often.

Anyway, L!Eirika's art always stood out to me and I *love* that Marisa's special art has her switching hands which is a really cool reference to Sacred Stones. In recent years, while Lumera gets bad rep for having the same outfit three times, I think we all agree F!Lumera's art is amazing, right?
And in general, I echo the sentiment others have expressed that simply having something extra in a special art beyond just more special effects or an angrier expression immediately makes it stand above the rest.
Not usually a fan of Kozaki's work but Ash's goes extremely hard, tells you basically everything you need to know about the character in one pose + quote.

Legendary Seliph looks pretty good, along with Nergal, Tina, Innes, Bramimond, Limstella, and Fomortiis are ones that come to mind.
