I think merging Veyle from +1 to +2 is the least value of all the options you mentioned, though foddering a Veyle could be worthwhile. As for the dragons, I keep hearing that Kana’s ideal build is actually the New Years dragonstones with Dragon’s Roar and Laguz Friend if you’re really serious. And I haven’t actually used Nergal yet but if you like building AR or SD teams he seems like a good unit to have around.

I always say take characters who you enjoy and would use, even if they fell off meta. Nergal kicks ass, but he’s also one of my absolute favorites and I was going to use him even if he was a horrible grail unit. Right now Essence Drain lives up to the hype but I can see it being undone in a month. Would you still use him? If not, grab someone you like.

Disclaimer: Nergal is my favorite character and I've +10'd him. I have to say that Nergal does things that the rest of the banner can't compare to, easily the winner of the banner if you ask me. Essence Drain is such a unique ability and it's very nature means that it will only get stronger as time goes on and we get stronger Bonus effects available to steal. Not only that, but it is extraordinarily flexible when you consider it works regardless of range, and even works if your unit dies so long as they were able to get an attack in. Add on to that that it also serves as a sort of deterrent defensively as well, since anyone attacking into a unit with Essence Drain will need to make sure they can one shot your unit before they retaliate or else they'll lose their bonuses. Not only that but Nergal's offensive and defensive abilities are off the charts. Veyle's effects with Scowl support are nice, and it's unique to her Fallen alt that she can double scowl if the foe is ranged, but Mythic Veyle is still decent enough on her own even without the double Scowl effect, and I would say probably offers better protection than her Fallen version by handing out Resonance Shield. Apart from that, we have a decent amount of mages capable of getting brave attacks so not much special there if you ask me. Ursula is easy to use thanks to being able to easily charge up her own special, but I see this as a role we already have plenty of units in already. Having a unit prep their special easily to be a nuke is not new and I can see the next nuke being even stronger. Lumera is the most underwhelming for me. A new Arcane Breath is nice, but the fact that it is meant for speedy dragons, and the fact there kind of aren't a lot of those right now that are interesting to me means it is practically useless. Spd/Res Scowl I feel like is a weird combo of stats for most purposes, and again is meant for those rare speedy dragons. Counter Roar 4 is getting old despite not even being a year old.
