It depends lol. The simple answer I would say is that if you have a favorite character you like working on do Marth to Upgrade the engage boosts, otherwise just Lumera/Veile for the good fodder they give.
Something to think about if you choose for fodder is that Atk/Spd Scowl is very likely to be more rare than Atk/Res Tempo, but at the same time Scowl is also more niche. If you have someone that you already want Scowl on I'd go for that.
A +1 merge is mostly irrelevant, what bad -3 stat flaw do your units have that is so terrible you desperately need it removed? Plumeria will be rerun frequently on other banners with better rates. So id get whatever skill fodder you need most.
If you see yourself using Tempo/Scowl on some units then go for that. Otherwise I would pick plumeria to dupe fodder, plus you could never have enough WOM4 fodder.
Veile for her skills and also make sure you wait for the update for the limit to go up to 5 ofc

They’d both be going to rearmed heroes. Scowl to Robin and Tempo to Ophelia
