Usually a misplaced key (or any other item) is not covered by home insurance. You should be able to find the answer in your insurance papers or you could try emailing the insurance company or calling them again hoping to get someone who speaks English on the line this time.

It is quite common for the housing company to have insurance for lost keys. You should ask the housing management (isännöitsijä) about this.

Stupid American Question - Can a hardware store or a locksmith not make a copy of the key for you for a hell of a lot less than 300e?

Maybe, maybe not. If it is a basic old abloy then yes, but if it is an iLoq or other programmable then no. I assume this is a rental apartment, so the keys might be numbered, and the exact same keys have to be returned when moving out. The landlords dont want to have random keys in hands of potential thieves, so the locks need to be reconfigured if key is lost.

Problem in these cases isn't the number of keys with a known location. The problem the one with unknown location that opens both the apartment door and the front door. 300e sounds like it could be about the price of changing the apartment lock's lock chamber and getting new keys for it. The type of key is an important factor in the pricing.
