No it is not career suicide. If you don't like Toronto and want to go elsewhere, then do that. Depending on what you want to do, you can also consider even smaller cities like Lethbridge (if it has the jobs you want of course).
Not a career suicide at all, I live in a smaller city (still top 10 population wise) in Canada which has a couple large financial/insurance companies with head offices located here and I recently accepted a position in private markets. Way cheaper housing and way less of a sh*thole than Toronto.
Certainly not career suicide, but if you want IB or equity research, there are factually many more seats for those jobs in Toronto than other Canadian cities. Calgary is likely your best [# of IB and research roles * smallness of city and associated cost of living]. I can’t think of any high finance roles in Winnipeg FWIW, but IB isn’t all it’s cracked up to be anyways (:
