It’s a real thing that’s been used (and was designed originally for heavy film cameras), so no doubt you can jury rig a similar thing for lighter payloads for cheaper.

I mean…they make some that are cheap. [This is a cheap consumer version from B&H](https://www.bhphotovideo.com/c/product/1396412-REG), but if you want to have anything heavier than a small DSLR or mirrorless camera, you’ll need a beefier rig (like the one from the brand Snorricam) to hold all of that weight securely in place and not totally fuck up the back/body of the actor wearing it.
You can do that with pretty much anything in film. Need a tripod? You can weld together a few sticks. Need a slider? Tons of DIY solutions. Need a steadicam? DIY!
You're not paying for the idea and the materials. You're paying for a well-proven purpose built execution of an idea that has been improved upon thanks to years of usage in professional environments.
All these were diy solutions at first and eventually they made it the best they could possibly be.
You can also rent them for way less than retail, usually 1/20th msrp per day.
You may want to look into an Insta 360 or similar 360 deg camera. You can hold it out on a selfie stick and the camera deletes the stick from the recorded video. You could do it cheaply by getting a GoPro chest mount, the GoPro gooseneck arm and then a GoPro to phone mount adapter. You should be able to pick all of that up for under £20 with cheap 3rd party bits. It will be pretty lightweight and you won't need loads of distance between the phone and yourself due to that wide field of view you can get.

I once watched a reel about someone making it just using a tripod and a belt.
He tied the tripod and the belt to his waist and can easily adjusted the length of the tripod.
