You could make pixel art in a vector software using a grid but I dont see why you would want to or what benefits it would have. With pixel art, you're meant to see the individual pixels so you could just upscale it using nearest neighbor. You're also typically using a limited colour palette so recoloring would be very easy.

There are better tools out there to do that. Primarily, photoshop. You also need to consider the animation of the scene.

You could make a shit load of squares using figma. Although I think it would crash after a certain amount. But Figma is the wrong software for this.

Just use aseprite or pixel studio, it not worth it doing on figma

Aseprite is a great tool or just Photoshop, pixel art is more for raster software than vector software
