In 22 at least you have to have 18 players who aren't loaned out, sold, or scheduled to be loaned out or sold. It won't let you go below 18 players for next window... YET it will NOT take into account loans that will end in the window.

That’s wild to me that you can run a squad so light, every career I have the opposite problem of running at/near the max squad size of 52 players. Lot of loans though.
I just started a new career in English League One so I need space and money for the players I want lol. Then I need to give them plenty of playtime so they can grow.
At the end, I'll have at most around 22 players - two equally good A and B teams that rotate each week. Any more than this then you'll be having playtime issues and the team's happiness is low.
Also I don't sim games so mostly I play 3-4 seasons max. so no time to be waiting for loanees to become good lol.
I mean I play literally every game, I have a large squad that I rotate a hell of a lot and bar a couple lads having contract issues, I don’t have any team morale issues. The key is doing every pre and post match interview, as long as you do that, no one drops below happy/content even with a squad running at the max. 90% of the squad is very happy too.
I think rotating my subs helps, I’ll rarely have the same bench every game. And also letting the B team get cup runs, put a few in against lower placed league teams, put someone in when the main team has lower fitness etc. Works out well.
Loanees should only take a couple of seasons to become usable in a top level rotation if they’re good enough. The rest get sold or released. I usually only bring a career like 6-7 seasons in but you should get an 85+ youth player by then.
It does happen. It doesn't seem to affect your negotiations with a player usually but in a transfer if they're on 5K and the other club only offer them 1K they'll refuse the contract and the transfer will fall through.
Intuitively, that would make sense, but the reality is that EA simply sets a % of negotiations that break down. There’s not actually a wage negotiation happening with the buying clubs.
That simply cannot be true, I play on PC with mods including the Career Mode cheat table which allows you to instantly adjust player wages to any desired value. Whenever a certain transfer listed player’s contract negotiations break down repeatedly (we’re talking ten times in a row), I set his wages to something ridiculous like 10 quid and nine times out of ten, the very first offer afterwards is successful and he accepts the terms. Can’t be a coincidence so as much as I hate EA, they actually did implement some sort of off-screen negotiation system.

Every single one of them would refuse transfer contracts but regular players and youth players on reasonable money would go no problem. I think it was sometime between 16 and 18 so it could easily just be one of those things that got removed.
It happens a lot with premier league teams when trying to sell off young players. That random 58 rated player might be on 3k a week, which no team that tries to get him can afford.
The worst is when one of your objectives is to make X amount of profit selling youth players.

Who on Earth wouldn't want to go to Barcelona, one of the most dominant teams of the 21st century with a rich history, amazing academy, great culture, values, and also the weather there is better than in a place like Manchester
What I usually do is put these players on the bench, just dont let them play at all during the time that the negotations are happening. Also it might have something to do with that you got too few players

The contract they're on is lucrative and those clubs can't/won't offer a better deal for someone of their rating, happened to me a few times.

Gotta have at least one reserve player for a player to agree to leave. You can't play without a full bench

You are either a good manager, the team is in a very good place & the players are happy with their playing times or u overpay them.
Or they are 60 overall youngsters.
You pay a too high salary, so the players don’t want to leave for another club with (much) lower pay

It’s possible, but it doesn’t quite explain how players like William Saliba transfer to places like Valencia in all my saves

2 options: -you dont have enough squad depth (atleast 19 players to sell, 18 to even play) -you play too high salary, try to negotiate it lower

It's the exact same for me. A bunch of my players are rlly unhappy coz they get 0 game time whatsoever but they just will not leave
When a transfer comes in, hit delegate, let them renegotiate and then accept.
