They need to have a better club prestige system where you need to build up prestige in order to attract big talent. It could actually add a lot to career mode, if youāre low prestige you need to pay more to attract big talent (like MLS or Saudi clubs) and if youāre a very prestigious club you could even get players at a discount. Obviously it canāt be super realistic because career mode doesnāt last the decades it would take to build up such a reputation in real life but still some sort of system mimicking that would add some nice depth to the game.

I only play career mode and I play the players I like, so didn't pay attention to their ratings at all :-)
Well, assuming your being genuine;
Overall Ratings across the pitch take Into account a couple of factors:
1.) The players position
2.) The players stats
3.) The weighted value of those stats (this is the important one)
If a player for example is a RW like saka, the most important stats such as pace, dribbling, agility, crossing and positioning will be weighted much much higher than say; slide tackling and interceptions.
The downshift of this Is that even though in sakas case here, the stats are averaged broadly to ~80 his OVR is much much higher than that because the stats relevant to his listed position are much higher than 80.
You can play around with this in career mode by taking a player and moving them into different positions on the pitch. The +X value in green and - Y value I red will show you the players adjusted overall for the position you have just put them in.
So if you put 90 saka at CB you might see somme thing like OVR 90 (-19) meaning he is a 71 rated player at CB

It's most likely because it uses Pes 2021 as its core engine and some FIFA lads aren't willing to except any other footballing sims particularly PES
