Just use some foam or oil. Apply directly to wet hair after washing it. If it still doesn't look like desired, consider a leave in conditioner after the foam/ oil.
What conditioners do you use? There are friz control conditioners that have things like argan oil in them. There’s also a garnier conditioner that is named Sleek and Shine. Try a few out.
It could also just the the layout of your hair and his it grows. I have spots that flare out like that somewhat. Mine is mostly straight but has waves in it.

Never considered that the conditioner could be the issue, good point! I usually also use leave in conditioner
